Where to Find Free Copies of Harry Potter and the Half-Blood Prince Today
I know because my wife picked up one for us at 9:00 sharp this morning.
To check the book's availability status at your local branch library click here or go the Chicago Public Library Website and do an electronic catalogue Title Browse Search for "Harry Potter and the Half-Blood Prince".
Don't be dismayed at first if a zero in the availability column shows up, you may want to call the branch and see if they have checked the book into the system yet. It may be that no one has asked for the book yet and so they have not checked them into the system. Click on the branch name to get the address and phone number.
There are also a limited number of cd and cassette copies available at the Harold Washington Branch. You may wish to search for foriegn language versions.
If you miss out, don't despair, as of today, you can put the book on hold, first come, first serve, so get your name on the list today at your local branch if you want to read the book for free. It probably won't be renewable so copies will be available again in 3 weeks if they all run out today.
Hope you have Wizard luck!
The first 20 pages are wicked!

As of this time there are about 30 copies left in the system, many are in transit to other branches. So you still have time! Otherwise, get that hold in, for books coming back!
